Section 25 of the Public Finance Management (PFM) Act, 2012 requires the National Treasury to seek and take into account the views of stakeholders and the public in preparing the Budget Policy Statement (BPS) before submission to Cabinet for approval and subsequently submission to Parliament. In particular, Section 25 of PFM Act requires the National Treasury to seek views of the following:

 

(a) The Commission on Revenue Allocation;
(b) County Governments;
(c) Controller of Budget;
(d) The Parliamentary Service Commission;
(e) The Judicial Service Commission;
(f) The Public; and
(g) Any other interested persons or groups.

We have now finalized the Draft 2020 Budget Policy Statement for the MTEF FY 2020/21 - 2022/23 budget which is available at the National Treasury website www.treasury.go.ke The purpose of this press release is to invite general and specific comments on the Draft 2020 Budget Policy Statement to enable us finalise the document and seek Cabinet approval.
